Problem statement:

A research of the Ministry of Labor, Social Protection and Family estimates that 57% of the employed population do not report fully their salaries, while the value of undeclared salaries has annually increased by 6%.

Innovative approach:

Using behavioral insights (social norms, deliberate choice, national pride, etc.) for redesign of tax compliance letters, sent by Tax Office to taxpayers.
Conducting a Randomized Control Trial (RCT) to evaluate the robustness of the approach.

Innovations for change outcomes:

  • Experimenting with different types of fiscal letters among intervention groups and one control group to figure out the most impactful one
  • Introduction of an innovative tool - RCT - for M&E of the public policies
